The United Kingdom and the United States have reached a important commercial pact that will preserve zero import taxes on UK drug products entering the American market.

Key Provisions of the Pact

As part of the deal, the UK has committed to increase expenditure on medicines through the public health system. This commitment guarantees that tariffs on these crucial products will be held at zero for a timeframe of 36 months.

This agreement is in response to previous statements to hike tariffs on branded drug products, with figures discussed up to 100%.

"This arrangement with the Britain strengthens the international landscape for innovative medicines and introduces long-overdue balance to transatlantic drug exports," a release noted.

Economic Importance

Medicines represent one of the Britain's largest export categories to the America, which is clearly the primary buyer for leading companies like GSK and AstraZeneca.

Export figures indicate that in the one-year period leading up to September, the UK sold drugs totaling £11.1bn to the US. This figure represented 17.4% of total UK exports in that span.

"This deal protects jobs, boosts capital expenditure and sets the stage for the UK to establish itself as a international leader for life sciences," a government official stated.

Specific British Pledges

The agreement includes several specific pledges from the United Kingdom:

  • Price Threshold Increase: The UK will raise the price threshold at which it considers new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to increase overall NHS spending on medicines from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum manufacturers must return to the NHS to prevent overspending will be restricted at 15%. Last year, refunds were more than twenty percent.

Industry Background

The pact follows a protracted tension between the drug companies and the ministers over spending levels and regulatory access.

These tensions were intensified by claims that US patients were paying several times more for the same drugs than people in the UK and Europe.

Over the last 18 months, several significant drug company projects in the UK have been paused or abandoned, while multi-billion-dollar expansions have been pledged toward projects in the United States.

The Science Minister publicly accepted that the NHS had to invest a greater share on drugs, noting that its budget allocation on drugs had decreased as a percentage of its resources over the last ten years.
